No handbrake for Mot?!

Hello,

Having bought an E36 Compact rally car last year I wonder if I can ask for some advise from those that know please?. I noticed having got the car home that the standard cable handbrake isn't actually attached to anything! I asked the previous owner, and builder of the car and he says that having fitted 325i rear brakes the original handbrake fouled the new calipers. Apparently the Mot guy was a mate and passed it without a standard handbrake. As I'm not that pally with my local Mot station can I ask if anyone has come across this issue before or has a solution?
