Hydro handbrake

Think this question is a common problem but need to know some info.

Im building a e36 compact rally car, and i fitted a hydro ebrake but it seems it doesnt work properly. It dont lock up the rear wheels. The system is mc-proportioning valve-hydro ebrake-calipers, the handbrake cylinder is .625 and is connected and bleeded the right way.

It seems not have any air in the system as it is hard and firm when i pull, it brakes the rears, but simply dont lock up the wheels.

Does the compact have any restrictor valve on the oem system?

Maybe the rear calipers are too small for the .625 handbrake cylinder?
